In what aspects do the advantages of enterprises applying for IECEx Certification mainly lie?
First, it can directly boost product exports. Since the establishment of the IECEx international certification system in 1996, the number of member countries, certification bodies and testing laboratories has been steadily expanding. The number of IECEx Certificates issued is also increasing year by year, and these certificates are widely recognized by more and more explosion-proof electrical product manufacturers and users worldwide. Implementing IECEx Certification can eliminate unnecessary duplicate certifications and tests across countries on the premise of ensuring a moderate safety level of explosion-proof electrical products. Its ultimate goal is to achieve the acceptance of one standard, one certificate and one certification mark globally, which is conducive to removing technical barriers to the international trade of explosion-proof electrical products and promoting the development of international trade.
Countries such as Australia, New Zealand and Singapore have already accepted IECEx international certification certificates. Explosion-proof electrical products with IECEx Certificates do not need to apply for local explosion-proof certification when exported to these countries. In accordance with the regulations of the IECEx system, IEC member states that are unable to accept IECEx Certificates due to national differences and other reasons shall recognize the Ex Test Reports (ExTR) and Factory Quality Audit Reports (QAR) issued by Ex Certification Bodies (ExCBs) of other IEC member states during their certification processes. They only need to conduct supplementary tests on the parts that deviate from national standards. This provides a fast-track channel for manufacturers from other IEC member states holding IECEx Certificates to apply for certifications in other countries or regions. At present, non-IEC member states are also gradually beginning to accept IECEx Certificates, such as Malaysia.
Second, it can enhance the credibility, visibility and reputation of enterprises and their products, thereby increasing market competitiveness. Enterprises holding IECEx Certificates are allowed to affix the Ex mark on certified products, and can also publish information or copies of IECEx Certificates in product manuals, advertisements, promotional materials and other documents. Although China's explosion-proof electrical industry has developed rapidly in recent years, there is still a significant gap compared with the international advanced level. Therefore, improving product quality, technical level and brand awareness is a top priority.
To strengthen the supervision and management of explosion-proof electrical products, the State Administration for Market Regulation recently issued the Announcement on the Implementation Requirements for Converting the Manufacturing License System to the Compulsory Product Certification (CCC) System for Explosion-Proof Electrical Products and Other Products, explicitly stipulating that the regulatory regime for explosion-proof electrical products should be shifted from manufacturing license to China Compulsory Certificate (CCC) Certification management, which was officially implemented on October 1, 2019. This indicates that China is attaching increasing importance to the explosion-proof electrical industry, which undoubtedly presents a favorable development opportunity for enterprises engaged in the export trade of explosion-proof electrical products.
